Managing Skill Mastery in the Classroom

This is my first year in Digital Design but have been working with our district office on certifing our programs to industrial standards.  One think teachers were asked to do was track the skills the students are mastering.  Well, now I have to do this seeming simple thing and it's much harder in real life.  Therefore I created a rubric for each chapter we cover listing the skills covered.  After completing the unit, students self-evaluate their skill mastery.  Once done, I come along and they have to show me their mastery.  To continue on they must show mastery of 85% or more of the skills.   What I now need to do is mess this with the standards for the Adobe Certification.

If any has a better idea, please share it with us all.
